NMC Guidelines for MBBS Abroad 2026 – Complete FMGL Regulations Guide

Understanding the National Medical Commission (NMC) guidelines is absolutely critical for any Indian student planning to study MBBS abroad. The NMC released the Foreign Medical Graduate Licentiate (FMGL) Regulations, 2021 governing all Indian students pursuing medical degrees outside India. Non-compliance can result in disqualification from practicing medicine in India.

⚠️ Critical NMC Warning (2025)

NMC has repeatedly warned students against enrolling in non-compliant foreign universities. Students studying at institutions not meeting FMGL 2021 standards may face permanent disqualification from registration in India. Always verify compliance before enrolling.

What is FMGL Regulations 2021?

The Foreign Medical Graduate Licentiate (FMGL) Regulations, 2021 were notified by NMC on November 18, 2021, replacing earlier screening test regulations with stricter standards. These apply to all Indian citizens and OCIs obtaining a primary medical qualification from any institution outside India.

The purpose is to ensure foreign medical graduates meet quality standards comparable to Indian graduates and are competent to practice safely in India.

Key NMC Rules for MBBS Abroad (FMGL 2021 Summary)

📚 Course Duration

Minimum 54 months (4.5 years) of medical education + compulsory 12-month internship at the same foreign institution.

🗣️ Medium of Instruction

Entire MBBS course — theory and practical — must be in English. Non-English programs are non-compliant.

📝 NEET Qualification

Mandatory for all Indian students (from May 2018 onwards). Score valid for 3 years.

🏥 Same Institution Rule

Entire degree and internship from same university. No credit transfers between institutions.

✅ Licensing Eligibility

Foreign degree must provide eligibility for medical licensure in the host country.

🩺 Indian Internship

After FMGE/NExT, FMGs must complete an additional 12-month internship in India for permanent registration.

Is NEET Mandatory for MBBS Abroad?

Yes, absolutely mandatory. Since MCI's March 2019 order, all Indian students must qualify NEET-UG before enrolling in any foreign medical university. Students who did not qualify NEET will never be eligible for registration as a doctor in India.

💡 Good News for Low NEET Scorers

Unlike Indian private colleges requiring 500+ scores (and ₹50L+ fees), most foreign universities accept students with just a qualifying NEET score (130-150+). MBBS abroad is accessible even for students with modest scores.

Foreign Eligibility Test (FET) – New 2026 Requirement

🆕 What is FET?

Purpose: Tests academic preparedness for medical education abroad. Syllabus based on NMC's CBME curriculum at first-year MBBS level.

Who needs it: All Indian students seeking foreign MBBS admission (from 2026 cycle onwards).

Impact: Additional filter — students with very low NEET scores who cannot pass FET will not be eligible for MBBS abroad.

Note: Official FET brochure and schedule are awaited from NMC. Contact Medipedia counselors for latest updates.
